能源三法預定於立法院本會期三讀,昨(9)日已三讀能源管理法修正草案。替企業節能減碳的「節能規劃師」成為熱門職業,未來起薪約4萬元。勞委會職訓局最近開發相關職訓課程,最快6月開課招生。 中區職訓中心主任曹行健昨(9)日表示,初步將篩選30位具電機相關背景的各產業工程師,未來每一家公司都可望有節能規劃師進駐。 被該職訓網羅的業師、長園科技總經理張惇育指出,節能規劃師的出路很廣,從大型鋼鐵廠、中型的渡假村到小家電節能都可應用。目前國內相關人才主要流向綠建築、動力車、動力船等三個新興產業。 相關節能技術師要進入中鋼等傳統大型產業仍有技術待克服。環保署溫減辦公室執秘呂鴻光說,中鋼等排碳大戶已在內部培訓相關人才。台塑也透過台塑生醫與業界合作,投資成立台塑長園科技公司,9月會試產儲能的鋰鐵電池材料。 曹行健指出,節能屬跨領域產業,該職訓課程是少見的高階職訓,最好是光電、電工、電機等相關科系出身,約培訓50個小時。該課程由能源局支持3,000多萬元,中科相關產業廠商捐贈太陽能集光板、LED燈、鋰鐵電池等器材協助培訓,預計一個梯次能培訓30人。 中強電子董事長陳明德指出,該相關職務起薪約4萬元,... 「再生能源條例」甫通過三讀,企業對於新興環保人力的需求愈來愈大,環保署預計在7、8月間培訓第一批取得資格的「碳查驗」人才,起薪上看5萬元。 隨著能源三法施行,相關環保、節能規劃人才,可望成為大失業潮下的搶手人才。 能源三法中,「能源管理法修正草案」、「再生能源條例」已完成三讀,管制碳排放的「溫室氣體減量法」則交付朝野協商中,法規框架成形,節能減碳人才正受到人力市場矚目。 除了技術面的查驗人員,企業永續發展協會秘書長黃正忠表示,目前國內最缺的節能人力是同時具備管理、財務、國際溝通及碳資產觀念的策略人才。 黃正忠表示,以往負責企業節能領域人員多為環工背景出身,現在跨領域的環境專才相當吃香,各家都搶著要。另外,企業對低碳產品的研發,也有很大的需求。 由於溫減法通過後首當其衝,石化、發電、鋼鐵、水泥等排碳大戶在三、五年前大多已進行內部人力布局,而協助企業減碳的顧問公司、進行盤查認證的查驗機構,長期都可望因此獲利。 溫減法草案中已明定,溫室氣體需透過第三方查驗機構,進行認證與盤查管理。國內企業過去對於自行抵減專案、環評承諾減量值,都還未有查驗認證經驗。 英國標準協會(BSI)...   有關10月2日媒體報導「我參與氣候公約遭矮化」乙事,經查我非政府組織進行與會報名時,係以我正式國名「R.O.C. Taiwan」作為所在國家名稱,但聯合國屢次擅自將我與會單位聯絡地址資訊強行變更為China,我與會成員於1995年召開氣候公約第一次締約國大會時即向大會提出抗議,爾後歷次與會亦陸續提出書面或口頭抗議,惟涉及聯合國規章,迄今仍未獲妥善處理。過去民進黨執政八年,每年參加締約國大會受到同樣的待遇,其所面臨的國際政治現實及困境與目前相同。因此,部分在野黨人士,近日以此指責馬政府為「一再退守」、「太過分」、「太離譜」,明顯是以放縱自己人,嚴以責人之「雙重標準」誤導民眾,獲取個人政治利益。新政府上台後積極宣示將推動我國有意參與聯合國相關周邊專業組織或公約,則是希望為此困境找到突破與妥善解決之道。
